Use the CTU Code as a Loading Reference

The 2014 IMO/ILO/UNECE Code of Practice for Packing of Cargo Transport Units, commonly called the CTU Code, provides guidance for packing and securing cargo transported by sea and land.

Inspect Carton Condition

Photographs should retain their original timestamps where possible. The report should not rely on repeated close-ups that make it impossible to identify the container or loading stage.

Close and Seal the Container

Before the doors are closed, complete a final inspection.

Confirm:

  • Final carton and pallet counts
  • All expected SKUs loaded
  • No unrelated goods loaded
  • No loose tools or packaging debris
  • Securing complete
  • Moisture-control materials complete
  • Door area clear
  • Photographs complete
  • Discrepancies resolved

After closure:

  • Confirm both doors are correctly latched
  • Apply the approved seal
  • Record the seal number
  • Photograph the seal clearly
  • Record who applied it
  • Record the date and time
  • Communicate the seal number through the approved shipping process

The report and shipping documents must not contain different seal numbers without a documented explanation.

If a seal is replaced after inspection, record the reason, original number, replacement number, authorizing party and supporting photographs.

Verify Gross Mass and Shipment Weight

Verified Gross Mass, or VGM, is not simply the supplier’s estimated cargo weight.

IMO guidance identifies two permitted approaches under SOLAS VI/2:

  1. Weigh the packed container.
  2. Weigh the cargo packages and all pallets, dunnage and securing materials, then add the container tare mass using a method approved by the competent authority where packing was completed.

The legal shipper named in the transport document is responsible for providing the VGM sufficiently early for the vessel stowage plan, and VGM is a condition for loading a packed container onto an applicable ship. IMO Verified Gross Mass

Define Stop-Loading Conditions

The inspector needs authority to pause the operation when material discrepancies appear.

Possible stop-loading conditions include:

Prevent additional cartons from entering the container while the issue is investigated. If the container itself is unsuitable, protect the staged goods from weather and handling while a replacement is arranged.

2. Record the Evidence

Document the time, container position, products affected, carton or pallet numbers, photographs, quantity, discrepancy, parties present and relevant document revision.

3. Separate Affected Goods

Clearly isolate damaged cartons, wrong SKUs, unreleased goods, wet packaging, products requiring recount and goods from an unidentified lot. Do not place them back into the loading queue without documented approval.

4. Obtain Corrective Action

Possible actions include:

  • Replace the container
  • Dry or clean the container through an approved process
  • Replace damaged cartons
  • Recount goods
  • Correct labels
  • Separate mixed products
  • Revise the loading plan
  • Add approved securing materials
  • Recalculate weight

5. Reinspect the Corrected Condition

The report should show both the original discrepancy and the corrected result. Do not delete failure photographs or present only the final acceptable condition.

The factory should not approve its own material deviation unless the buyer has granted that authority in writing.
